Allen, a former American College of General Practitioners (ACGP) President shares his memories of the California experience in the 60s that was so important to the American Osteopathic Association (AOA) and the American College of Osteopathic Family Physicians (ACOFP). At its heart was the important issue of the licensure of DOs which was eliminated after the contested merger of the California Osteopathic Association (COA) and the California Medical Association (CMA). When the voters of California approved Health Improvement Measure Proposition 22, the merger became official. \n\nOnce it became official, new regulations required that the College of Osteopathic Physicians and Surgeons (COP\u0026S), where Dr. Allen had graduated from in 1951, be converted to a medical school eventually renamed Cal State Irvine Medical School. Other osteopathic hospitals followed suit.  DOs who paid $65 to a converted school would receive a MD degree if they were already licensed to practice in California. However, the harshest blow was directed at the Board of Osteopathic Examiners which licensed new DOs in California. The Board lost its power. \n\nFortunately, the newly formed OPSC (Osteopathic Physicians and Surgeons of California) chose to fight back with Alex Tobin, a young attorney, at the helm. The civil rights-based case, known as De Amico et al, was filed at Sacramento in the Superior Court in 1968, where it lost. Afterwards the case was appealed. Finally in 1974, the Supreme Court of California ruled in favor of the claim. Thus, the way was re-opened for the Board of Osteopathic Examiners to certify 250 doctors on Memorial Day weekend in 1974 at Sacramento.
